Government Funding

The Victorian State Government and Commonwealth Government have a range of programs that have the varying eligibility and ability to fund aids and equipment.

If you have a care package such as Linkages, CACPs or EACH, there may be some possibility of equipment funded via your package. If you have a care package please contact your case manager for help regarding your aids and equipment needs.

Victorian State Government

Department of Human Services Regional Response Funds
Provides Aims to provide flexible, short term resources on a one-off basis. This is a discretionary fund managed by the regional offices of the Victorian Department of Human Services.
Eligibility People with disabilities who are under sixty-five years old and whose primary disability is physical, sensory and / or acquired brain injury who are unable to be supported within the existing service system such as the A&EP.

Electronic Communications Devices Scheme (ECDS)
Provides Subsidises the purchase of electronic communication devices and any additional accessories required eg mounts, switches for people with complex communication needs
Eligibility To be eligible the person must:
  • Be a resident of Victoria and hold a Medicare Card
  • Have a permanent or long term disability and complex communication needs
  • Have been assessed by a speech pathologist as requiring a device
  • Not be receiving funding through other Government funded schemes such as the Transport Accident Commission or other authorities
Application Procedure
  1. An assessment of the applicant’s communication needs must first be undertaken by a Speech Pathologist.
  2. The Speech Pathologist’s report must provide a recommendation for a specific electronic communication device including any necessary accessories such as switches.
  3. The Application Form must be completed and signed by the doctor to confirm diagnosis

Flexible Support Packages

Home Modifications Service And Home Renovation Loan
Provides Can help you obtain free advice, with no obligations for a variety of work, including:
  • health and safety modifications: stepless showers, altered bench heights, construction of ramps, wider access doorways
  • personal safety modifications: safer paths and floor coverings, fencing and gates, smoke detectors, security lighting
  • internal maintenance: wall and floor tiling, floor coverings to wet areas, painting, heater replacement
  • general maintenance: electrical rewiring, hot water service replacement, restumping and the renewal of wall or roof cladding
Eligibility Free home inspections are available to Victorian homeowners or private renters who hold either a current Commonwealth Health Care Card or a Commonwealth Pensioner Concession Card, and:
  • are aged 60 or over, or
  • have a disability, or
  • are permanently caring for someone with a disability

Funding If you're an eligible home owner and need a loan to pay for the works, you can also get financial assistance with a Home Renovation loan.

Independent Living Centre (ILC)
Provides
  • An extensive range of equipment for daily living on display, mostly in a functional setting.
  • Equipment can be demonstrated and advice obtained from trained professionals.
  • Visitors can trial most products on site to determine which best suits their needs
  • Equipment is not for sale
  • Equipment is not for sale

Individualised Support Packages (ISP)
Provides Individual Support Packages may assist people with a disability to continue living in the community by providing a range of supports to:
  • Maintain independence
  • Keep living in their own home
  • Move to more independent living arrangements
  • Learn new skills
  • Participate in the local community
A package may, also include one off or short term funding for goods and equipment or for specific short term supports.
Eligibility

You may get an Individual Support Package if:

  • you have a disability as defined by the Disability Act 2006
  • you need on-going disability support
  • you meet the priority for access criteria, and
  • your need for support is recorded on the Disability Support Register.

Lymphoedema Program
Provides Provides financial assistance for pension holders and low income earners who need to purchase lymphoedema compression garments. Funded by the Victorian Aids and Equipment Program.
Eligibility

A person must be a permanent resident of Victoria who is currently receiving a pension or a low income earner who has been medically assessed as having primary or secondary lymphoedema.

Ineligible if: you reside in a Commonwealth Funded Aged Care Service; receive assistance from other sources (TAC, Workcover, etc); or have ‘extras’ with your private health insurance fund.
Application Procedure An application form has to be completed by the medical practitioner who diagnosed lymphoedema and the lymphoedema therapist* providing treatment and prescribing a garment.

My Future, My Choice (MFMC)
Provides

Provides innovative support models that respond to complex clinical and health care needs, while also providing lifestyle and social opportunities that younger people can identify with.

The program targets people who are living in, or at risk of living in, a Residential Aged Care Facility (RAC),  who are under 50 years of age and who have been accepted onto the Department of Human Services, MFMC program.

Aids and equipment needs are considered within the MFMC program.

Eligibility

People who meet the following criteria may be able to receive assistance under my future my choice, if they:
have a disability as defined in the Disability Act 2006 ; are aged less than 50 years; are living permanently in RAC or at risk of entry to RAC.

People are at risk of entry to RAC if they are:
in an acute, sub-acute or rehabilitation setting with high-level chronic or complex care needs; or
have an Aged Care Assessment Service (ACAS) assessment which has determined that they are eligible for recommendation to RAC.

Personal Alert Victoria (PAV)
Provides Personal Alert Victoria (PAV) is a personal monitoring service that responds to calls for assistance and is funded by the Victorian Government through the Department of Health. PAV enhances the confidence of frail, older people and people with disabilities, who are isolated and vulnerable, to live independently in their own home by providing contact 24 hours a day.
Eligibility
  • People living in Victoria with disability,
  • People who are isolated and vulnerable
  • People who want to live more independently in their home.
Application Procedure
  • Must be assessed by a designated assessment agency, or by the Aged Care Assessment Team (ACAS).
  • Once assessed and eligible and suitable for client services, details of individual will be forwarded to the PAV service provider.
  • Clients may be placed on a waiting list and where and individual is placed is dependent on priority and the availability of PAV units in the area.
  • If the client needs the equipment straight away there is an installation fee and  monthly fees until the Department of Human Services is able to fund the PAV unit

The Psychiatric Illness & Intellectual Disabilities Donation Trust Fund
Provides Support to consumers with disabilities, including consumers with a mental illness.
Eligibility Any person with a mental illness who is currently receiving treatment through a Victorian public clinical mental health service can receive funding.
Application Procedure Consumers can make an application through their case manager at the relevant public clinical mental health service.

Smoke Alarm Subsidy (Vicdeaf)
Provides The Smoke Alarm Subsidy covers the cost of a visual & vibrating smoke alarm.
Eligibility Subsidy for Victorians who are profoundly deaf is available until June 2012.

Supported Accomodation Equipment Assistance Scheme (SAEAS)
Provides Part of the Statewide Equipment Program, it is provided to people who are eligible for the Victorian A&EP and reside in a Department of Human Services funded accommodation service.
Eligibility To be eligible for SAEAS the client must not be eligible to receive assistance from other government funded aids and equipment programs.
Application Procedure

Applications are completed as per Victorian SWEP.

  • A SWEP application form is completed and forwarded to the appropriate A&EP issuing centre.
  • In line with SWEP subsidies.  Home modifications are not available within the SAEAS.

Technical Aid For The Disabled (TADVIC)
Provides

TADVIC is an organisation who engages volunteers to design construct or modify equipment for people with disabilities, provided no commercially available product or service will meet their needs.
Provides:

  • Modifications
  • Design
  • Construction of equipment
Eligibility
  • Persons of all ages who have a disability
  • People who are not able to receive the product or the service from a commercial organisation
Application Procedure
  • Clients or their representatives contact the TADVIC project coordinator
  • Technical volunteer makes a visit to the place where the equipment is to be used
Funding
  • Provides estimates of materials and costs
  • Clients are asked to reimburse the volunteer for any costs of materials and travelling expenses required

Transport Accident Commission (TAC)
Provides

Can fund the reasonable cost of equipment, received in Australia to meet a client’s medical or rehabilitation need resulting from a transport accident where this will:

  • increase independence
  • improve mobility
  • aid communication/swallowing management
  • relieve pain/discomfort
  • facilitate a return to vocational, educational, or leisure activities
  • ensure a safe environment.
Eligibility

The TAC can fund equipment, received in Australia, for a client whose transport accident injuries have caused impaired function in any of the client’s activities of daily living.

To assess a client’s eligibility for equipment the TAC requires written justification from the client’s treating medical practitioner or therapist.

Victorian Statewide Equipment Program (SWEP)
Provides
  • A subsidised funding toward a wide range of aids and equipment
  • • Part of the Victorian Aids and Equipment Program (VAEP)
Eligibility
  • Provides to Victorian children and adults with permanent or long term disabilities and/ or frail aged
  • Not living in an aged care residential facility
  • Not receiving funding via other government funded programs, such as Workcover, Transport Accident Commission (TAC) or the Department of Veteran Affairs (DVA)
  • Cannot claim the cost through a private health insurance provider
  • Not an inpatient of a public or private hospital or within 30 days of discharge from a public hospital
Application Procedure

If you believe you are eligible, contact your local Aids and Equipment issuing centre.

You will also need to arrange for an assessment from a prescribing therapist, usually an allied health or health professional, to determine the most appropriate and cost effective aid or piece of equipment for you.

A general application form for aids and equipment will need to be submitted to your local Aids and Equipment issuing centre, along with a copy of the prescribing therapists assessment report.

Commonwealth Government

Australian Hearing
Provides Australian Hearing is dedicated to helping people manage their hearing impairment so they have a better quality of life.
Eligibility
  • All services for children up to the age of 21 are free
  • Adults and aged pensioners are also eligible
  • Adults need to complete an application form and apply for a voucher.
Application Procedure
  • Obtain an application form from a doctor or hearing service provider who is contracted to the Office of Hearing Services (OHS).
  • Doctors are to complete the referral on the application form
  • Application form is to be sent to the OHS and they will deliver the voucher to the individual with instructions

Carer Respite Services
Provides Primarily focuses on respite but may have brokerage available to assist with gap funding for aids that will reduce the burden of care for carers.
Eligibility Must be a carer. Carers are usually family members or friends who provide support to someone living at home who has a disability, mental illness, chronic condition, dementia or who is frail aged.

Commonwealth Rehabilitation Services
Provides

Assists job seekers find and keep jobs, and work with employers to keep workplaces safe. 

Provides aids and equipment including modifications at home or work to assist rehabilitation process.

Eligibility People with disabilities between 14-65 years, who have potential for full or part time work, assisted workshop, household work, independent or semi independent living.

Continence Aids Payment Scheme (CAPS)
Provides The CAPS is an Australian Government Scheme that provides a payment to assist eligible people who have permanent and severe incontinence to meet some of the costs of their incontinence products. The payment is made by Medicare Australia directly into a client's nominated bank account.
Eligibility

To be eligible for the CAPS an applicant must be five years of age or older and meet one of the following criteria:

  1. have permanent and severe loss of bladder and/or bowel function (incontinence) due directly to an eligible neurological condition; or
  2. have permanent and severe loss of bladder and/or bowel function (incontinence) caused by an eligible other condition provided the applicant is the holder of a Centrelink Pensioner Concession Card (PCC) or entitlement.
Application Procedure To apply for the CAPS an applicant needs to complete a CAPS application form which includes a health report to be completed by a Health Professional and submit to Medicare Australia for processing.

Department Of Veteran’s Affairs
Provides Provides aids and appliances through the Rehabilitation Appliances Program. The aim of this program is to assists entitled veterans, war widows and widowers, and dependants to be as independent and self-reliant as possible in their own home.
Eligibility All Gold Card holders are eligible for Rehabilitation Appliances, while White Card holders may be eligible for appliances relating to their clinical needs. As of July 2007, veterans from allied countries are also eligible for RAP or home modifications relating to accepted disabilities.
Application Procedure Aids and appliances are provided based on a referral from a local medical officer or health professional (e.g. an occupational therapist).

Employee Assistance Fund
Provides

The Fund provides assistance to employers of people with disability and mental health condition by providing financial assistance to purchase a range of work related modifications and services.

The Fund may reimburse the cost of work related modifications and services including, but not limited to:

  • the cost of modifications to the physical work environment
  • modifications to work vehicles
  • adaptive equipment for the workplace
  • information and communication devices
  • Auslan interpreting
  • specialist services for employees with specific learning disorders and mental health conditions
  • disability awareness training
  • Deafness awareness training
  • mental health first aid training
Eligibility

Person must have:

  1. have an ongoing disability that:

    1. has lasted, or is likely to last, for at least two years; and
    2. results in a limitation, restriction or impairment
    and
  2. requires a Modification as a result of their disability to carry out their employment; and
  3. be an Australian citizen or permanent resident.

Noah’s Ark Specialist Equipment Program
Provides

Provides equipment for loan to child care services, building on their capacity to include children with high physical support needs.

The SET Program is staffed by experienced equipment specialists who assist with the selection of equipment, provide professional advice and, in conjunction with the child’s therapist, monitor the ongoing suitability and safety of equipment on loan.

Eligibility A child with a diagnosed disability and have identified the need for specialist equipment through a Service Support Plan (SSP), may borrow specialist equipment.

Stoma Appliance Scheme
Provides Provides stoma related products (medicines and appliances) free of charge to members of stoma associations.
Eligibility All Australian residents who have undergone either a temporary or permanent surgically created body opening (stoma), usually in the abdominal region. This artificial opening allows the removal of body waste when you have lost normal bowel or bladder functions as a result of disease, injury, birth defects or other causes.
Application Procedure To receive subsidized stoma products you must hold an Entitlement Card supplied by Medicare Australia through any one of the associations throughout Australia. Your stoma therapy nurse will help you join a stoma association or alternately, you can contact one of the associations listed in this information sheet. To become a member of a stoma association, you will be required to pay a small fee.
